I'm not aware of any passport number for Bond being given in Ian Fleming's novels or short stories. Fleming supplies plenty of other bureaucratic detail about his hero — the 00 number itself, his rank of Commander RNVR, his Civil Service salary of £1,500 a year plus allowances (mentioned in *Moonraker*), his Chelsea flat, his club — but I can't recall a passport number appearing in the canon.
What Fleming does give is a series of cover identities Bond travels under: "David Somerset" in *From Russia, with Love*, "Peter Franks" in *Diamonds Are Forever*, "Mark Hazard" of Universal Export in *On Her Majesty's Secret Service*, and so on. Occasionally a passport is described physically or by nationality, but not, as far as I know, by number.
It's possible you're thinking of a figure from the films, a continuation novel by a later author, or a piece of licensed reference material or fan compilation.
